is it possible to append print job owner information via scripting before reprint to other printers?

No it isn't, the print format is printer specific so we can't modify it.

If we use adobe postscript driver and output to prn, shall we use the script action in PD to do this and reprint to the real printers?

If you can write the PostScript code to insert the information then you could do that.
